All 29 call sites now use app.timeutil.utcnow(), which returns naive UTC via the non-deprecated API. Semantics are unchanged on purpose: every datetime column is TIMESTAMP WITHOUT TIME ZONE, so going aware here would poison naive/aware comparisons.
